The problem is that without correct WPA credentials, there is no network connection even at Layer 2.
For any wifi autocofig, it needs to be active and accessible (by the user) on the AP, far more complex to implement than a simple serial terminal through USB.
And with Morse Code ... common guys ... why not smoke signals with IR
There is a good reason why even the most expensive Cisco routers have an old school console port, though no telegraph key connector.
Another more viable way would be to have a fallback client config and credentials, and use a phone as AP (hotspot), not the other way around.
