To be honest, this is really a one-off. Once I have the root FS images set up, I would then back them up to my NAS box so I don't have to do it again.
I then go into a pattern of:
backup
run apt update/upgrade
make sure it boots/runs OK
repeat as necessary
I spent the afternoon building three new SD cards, one for the host pi5, and one each for an aarch64 and armhf image, booted each one in a Pi4 to get them 'finalised' and updated, then did just that, so my requirement is effectively satisfied.

In broad terms, doing the additional work shouldn't be that problematic (he said, optimistically), it is really a matter of being able to determine what needs to be done and doing it on first boot, like the Pi does at the moment. The hard work scripting it properly and handling the errors (yes, I was a software developer for 40+ years). Getting a proper specification and proper testing is what takes the time. Any idiot can write software that looks like it works, but a lot fewer people can write software that gracefully handles problems that weren't even considered when the initial request to 'write something that ....' was made.
Good luck with it though, I have looked at what's been done so far, and if I was doing anything serious with the various hardware, I would probably be using it...
