It's not possible for it to connect to the network before it boots.
It really depends on how one defines "boots", specifically "when it has finished booting".

My usual stance on that is, under systemd, when multi-user.target has been reached and prior to any automatic (or otherwise) login. I guess a more traditional, pre-systemd, definition might be once rc.local has completed.

Some might argue for graphical.target instead but even then I stand fast on the before login bit. Anything that happens on/after login is a user thing not a system thing and therefore not part of system boot.
